In 2025, Strong Mayor powers were extended to 160 municipalities, including the Town of Tecumseh, which introduced some changes to the annual budget development and approval process. This year's budget development process largely followed the same process as prior years except for the following to achieve regulatory compliance:
- Inclusion of a 1-year capital budget indicating firm projects for 2026
- Mayor’s involvement in budget review with Senior Administration (the budget may be amended at this time)
- Mayor’s participation in budget presentation
The intention of Strong Mayor powers is to support provincial priorities including:
- Building 1.5 million new homes by 2031
- Constructing and maintaining infrastructure to support housing
- Transit, roads, utilities, and servicing
The 2026 proposed budget is called the "Mayor’s Budget" to reflect changes to the budget development process and Strong Mayor powers that require the Mayor to propose the budget and present it to Council.

2026 Mayor's Budget Highlights:
- A proposed operating budget that includes a 2.85% municipal tax increase, with a consolidated increase of about 2.36% when including county and education levies.
- A proposed capital budget allocation of $58 million for major infrastructure and recreation projects, including upgrades to parks, stormwater systems, and community facilities.
- Laying the foundation for growth and sustainability by constructing and maintaining infrastructure to support housing (new and existing stock).
- Investment in Transit, roads, flood protection, utilities, servicing and amenities to sustain and support service delivery.
